Aircraft Crew and Licensing


Composition of crew of aicraft

Aircraft engaged in public transport above 5,700kg require 2 crew. Aircraft engaged in public transport below 5,700kg, operating under the IFR, also generally require 2 crew. Approved navigation equipment (or a flight navigator) is also required for flights greater than 500nm if the route is over isolated areas (specified in Schedule 8).


Cabin crew are required on public transport flights when:

One cabin crew member is required for every 50 seats installed or part thereof.


Note: Under Hong Kong law the C of A includes the flight manual.


Members of flight crew - requirement of licences

When a person without an appropriate licence is undergoing training, only flight crew may be in the aircraft. A certificate of validation may be issued by the CAD in order to operate Hong Kong registered aircraft.


Grant, renewal, and effect of flight crew licences

A licence is not valid unless signed by the holder in ink. Schedule 9 covers flight crew licences and ratings. In addition to an aircraft or instrument rating, a valid certificate of test (or certificate of experience for an aircraft rating) is also required.


A medical certificate is suspended for injury (the Chief Executive must be notified as soon as possible), illness lasting for a period of 20 days or more (Chief Executive to be notified after the 20 days), or pregnancy (Chief Executive to be notified as soon as possible).


Validation of licences

A certificate of validation may be issued by the Chief Executive making a foreign licence valid in Hong Kong.


Personal flying log book

Must contain:

All aircraft flight and simulator test details must be entered into the logbook.


Instruction in flying

A flying instructor's rating is not required if the instruction is for an aircraft rating and the person under instruction already has a multi-engine rating and instrument rating.
