Radiotelephone (RTF) Discipline

ICAO Annex 10, Volume 2, ICAO PANS-ATM, Doc 4444 and ICAO Doc 9432 Manual of Radiotelephony detail the RTF standards and recommended practices to be adopted by all users.

On first contact with Hong Kong Radar, Approach, or Departure, pilots shall report their actual FL/altitude as well as cleared FL/altitude if climbing or descending.

When referring to altitude, the unit (feet or metres) shall always be specified. When referring to flight levels, only the metric unit shall be specified, eg. 'descend to FL eight thousand four hundred metres'.
